What “Vision” means
A town shown to illustrate what the network could become. Nobody in these towns has agreed to anything. They're on the map because they're neighbours of the proposed pilot, and a penny network only makes sense when you can picture the next town over.

No live counters. No penny is in circulation here or anywhere. Counters appear the day a real pilot ships its first card, and not a day before.
